Sir:-
I shall be greatly obliged if you will kindly give me definite information in regard to the present position with the Public Petition for Amendments to the Constitution of Hongkong for the purpose of securing to the inhabitants the rights of self government in purely internal local affairs.
This Public Petition which was signed by over 1500 British Residents here was presented to you by Colonel John Ward, J. P., 1.P., early in March 1922, but was returned owing to the fact that certain regulations necessary in the submission of a
The Petition, duly Public Petition were not complied with. corrected to conform to regulations was again presented to you by Colonel Ward on 25th. 4ay 1922, but I have received no definite advice to the effect that it has come before the House, and my Committee is very anxious to know the present position particularly as there have been two General Elections recently.
